Streamlined Domestic
Offshore Procedures
Catch Up From Inside the US
The Streamlined Domestic Offshore Procedures (SDOP) are the IRS route for US taxpayers living inside the United States who missed filings on their foreign income and accounts. You bring your record up to date with three years of tax returns and six years of FBARs, backed by a certification that the failure was non-wilful.
SDOP is the sibling of the Streamlined Foreign Offshore Procedures (SFOP) used by Americans abroad. The filings are the same; the cost is not. SDOP carries a 5% miscellaneous offshore penalty, so how your foreign balances are measured matters. Our dual-qualified US and UK team prepares the full package, from gathering overseas account records to the Form 14654 certification.

5% Offshore Penalty
A miscellaneous offshore penalty on the highest aggregate balance of your foreign financial assets.

FBAR Resolution
Six years of delinquent FBAR filings for accounts exceeding $10,000 aggregate balance at any point during the year.
Clean Compliance
A complete, consistent disclosure package and a forward-looking compliance plan so you never fall behind again.
The SDOP Package
WHAT WE PREPAREThree Years of Tax Returns
We prepare the three years of US federal returns the procedure covers, reporting your worldwide income and every foreign account and asset correctly. This is the core of the SDOP package, and every later figure is built on it.

Six Years of FBARs
FinCEN Form 114 filings for each of the six years, covering the foreign bank, investment and pension accounts that triggered US reporting. We gather the overseas statements and reconcile every balance.

Form 14654 Non-Wilful Certification
The certification that your failure to report was non-wilful. We draft the narrative from the facts of your case and make sure it is consistent with every return and FBAR in the package, because the whole disclosure rests on it.

5% Penalty Base Calculation
SDOP carries a 5% miscellaneous offshore penalty on the highest aggregate balance of your foreign financial assets. We work out which assets belong in the base and document the figure, so you pay what the procedure requires and no more.

Domestic Disclosure,
Handled Properly
Coming forward from inside the US can feel more exposed than it does from abroad: there is a penalty to pay, and the certification has to stand up. Our streamlined filing specialists take you through every step with professionalism and discretion.
SDOP cases often involve accounts left behind overseas: UK pensions, ISAs, bank and investment accounts opened while living abroad. Our dual-qualification means we understand both the US reporting rules and the foreign financial products that triggered them.
From the first review through submission, we serve as your advocate. We prepare the non-wilful certification, coordinate with overseas institutions for documentation, and make sure your penalty base, returns and FBARs all tell the same story.
Penalty Base Accuracy
The 5% is only as fair as the base it is charged on. We document every asset in or out.
Dual-Qualified Team
US and UK qualified professionals who understand cross-border compliance complexities.
Overseas Account Expertise
Deep experience with the British financial products that trigger US reporting obligations.
End-to-End Support
Complete handling from document gathering through submission and beyond.

Questions & Answers
SDOP is the IRS streamlined route for US taxpayers living inside the United States who missed filings on their foreign income and accounts. You file three years of tax returns and six years of FBARs, certify on Form 14654 that the failure was non-wilful, and pay a 5% miscellaneous offshore penalty. It is the domestic sibling of the Foreign Offshore route used by Americans abroad.
The 5% miscellaneous offshore penalty is charged on the highest aggregate balance of your foreign financial assets. Deciding which accounts and assets belong in that base is where most of the cost is won or lost, so we work through each holding, document the figure and show you the calculation before anything is filed.
Where you live. SFOP is for US taxpayers living outside the US, carries a 0% penalty and is certified on Form 14653. SDOP is for US taxpayers living inside the US, carries a 5% miscellaneous offshore penalty on the highest aggregate foreign asset balance and is certified on Form 14654. Both require three years of returns, six years of FBARs and a non-wilful certification.
Non-wilful conduct is conduct due to negligence, inadvertence, mistake, or a good-faith misunderstanding of the law, rather than a deliberate attempt to evade tax. Under SDOP you certify it on Form 14654, so the certification has to be accurate, consistent with your returns and FBARs, and supported by the facts of your case.
It depends on where you lived during the years being caught up. If you now live in the US, SDOP is the usual starting point, but the Foreign Offshore route has its own IRS non-residency test that some recent returners still meet. We check your position against both routes before recommending one, because the penalty difference between them is significant.
